Within next few weeks, Serbian Government will submit the draft Law on Aid to Construction Industry to the Parliament of Serbia for urgent adoption – Spatial Planning Minister Oliver Dulić announced today (June 16, 2010).
– The Law will envisage accelerated procedures for selection of the most favorable bidder for government investments in the areas where there is a need for the services of building companies – Dulić said at the Round Table on Amendments to the Law on Planning and Construction, organized by the National Alliance for Local Economy Development (NALED).
He said that the acceleration of the public procurement processes would be followed by big investments in residential construction, roads, reconstruction, adaptation and construction of facilities that are necessary for the state.
Dulić said that the construction industry was in a serious problem because of the crisis and that the only way out of the crisis was through government investments.
According to his words, the state is not late with this Law, which should recover the construction industry, because now is the only possible moment when that can be done.
Dulić said that the state was ready to make necessary amendments to the Law on Planning and Construction in order to make its application more efficient, but he added that the main pillars of the Law would remain unchanged.
He said that the legalization in Serbia was successful and that there was no need for repairs in that sector, adding that 670,000 citizens had entered the legalization procedure and that all facilities in Serbia would be legalized in three to five years.
Dulić also said that the plan was that all cities and municipalities in Serbia had both spatial plan and regulatory plan prior to 2012, based on which building permits can be issued.
