The Government of Serbia adopted the Bill on special procedures for the implementation of the international specialized exhibition EXPO BELGRADE 2027. As stated in the bill, “the realization of the EXPO BELGRADE 2027 project represents a general interest of importance for the overall economic development of the Republic of Serbia”.
Therefore, it is added, all procedures carried out in accordance with the provisions of the proposed law are considered urgent and all state bodies and bodies of local self-government units, business companies, as well as other bodies and institutions that exercise public powers are obliged to issue acts from of its jurisdiction.
Companies are also being established for the implementation of the EXPO project, a company that will coordinate all activities in the implementation of the EXPO project, as well as individual companies for special purposes that will be responsible for the construction of residential buildings.
In the explanation of the law, it is stated that based on previous experience in the implementation of projects, it was concluded that in the process of project implementation, it takes a lot of time to resolve property-legal relations before issuing the necessary permits, and that is why the works are often delayed. This refers to the creation of subdivision and reparcelation projects, then the implementation of procedures in the cadastre according to those projects, and finally the expropriation process itself, which is long-lasting, because, as it is added, “objects are planned, designed and built on several cadastral plots.”
“Taking into account the deadlines assumed in accordance with the internationally assumed obligations of the Republic of Serbia as the host of the international specialized exhibition EXPO BELGRADE 2027, by adopting such a legal solution, the realization of projects would be accelerated and thus the Republic of Serbia would be in a situation to fulfill its internationally assumed obligations on time obligations and successfully organizes the mentioned event, the necessity for passing a special law is reflected in the fact that the implementation of the Project will begin simultaneously in several different locations, which requires a systematic solution of all issues and overcoming all potential problems that may arise in the implementation itself,” he writes. in the explanation.
The indicator of the effectiveness of the law will be the construction of facilities and supporting infrastructure in accordance with the assumed obligations of the Republic of Serbia on the basis of (Bid Dossier and Recognition Dossier), in the sense that the use permit for the construction of the pavilion will be issued at the level of completion of the facility up to the “gray phase” level, i.e. necessary is that the construction of the building, facade, roof, facade carpentry, external hydro and thermal insulation, all necessary connections and primary distribution of installations inside the building has been completed, and that accredited participants will submit requests for equipping individual pavilions within the deadlines prescribed by the Bill.
